Innovation does happen--even in government! Despite all the news about government scandals and failures, public officials are innovative. This book analyzes numerous examples of ingenious problem solving--in education in California, in the Department of Juvenile Justice in New York City, in government operations in Minnesota, in human service programs across the country. All organizations, both public and private, need innovation, but making innovation work in government is a greater challenge than doing so in business. This book identifies a number of dilemmas that complicate the process of innovating in American government. For example, there is the "trust dilemma": Innovation may be necessary to establish public faith in the ability of government agencies to perform, but before the public grants agencies a license to be truly innovative, it needs to be convinced that these same agencies have the ability to perform. The contributors to this book analyze a number of issues raised by the task of innovation, including: Who is responsible for innovating? How can innovative individuals and teams be held accountable? What kinds of organizational arrangements beget the most innovation? How can innovation be fostered in agencies devoted to routinization? How should innovative ideas be disseminated? And what exactly is an "innovation" anyway? The contributors gathered data for this book from winners and finalists in the Ford Foundation's Innovations Awards program, as well as from other innovators and innovations. In 1966 Congress passed the National Sea Grant College Program Act to promote marine research, education, and extension services in institutions along the nation's ocean and Great Lakes coasts. In Maryland a Sea Grant Program -- a partnership among federal and state governments, universities, and industries -- began in 1977, and in 1982 the University of Maryland was named the nation's seventeenth Sea Grant College. The Maryland Sea Grant College focuses its efforts on the Chesapeake Bay, with emphasis on the marine concerns of fisheries, seafood technology, and environmental quality. Increasingly divers -- especially military and commercial divers -- are required to enter waters that may pose a range of hazards, including heat, radioactivity, and chemicals. Both recreational and professional divers may also encounter microbial hazards because of the presence of poorly treated or untreated sewage, for example. This book pulls together presentations by experts in the field, including researchers, professional divers, and physicians, to shed light on the extent and nature of hazards confronted by divers as they enter uncertain waters.



National Sea Grant Program - The National Sea Grant Program is a national network of 30 Sea Grant Colleges and institutional programs shares research, outreach and education to solve old problems and explore new uses for the world's marine, Great Lakes and coastal resources. The program is run under the auspices of the Office of Oceanic and Atmospheric Research a division of the National Oceanic and Atmospheric Administration.
